Over the past several years, the International Atomic Energy Agency (IAEA) has been working on a definition of 'nuclear security culture' so that it can be used as a tool to improve the physical protection of nuclear materials and facilities. A IAEA report titled 'Fundamental Principles of Physical Protection of Nuclear Materials and Nuclear Facilities' identified security culture as one.   The following articles related to the Amendment to the CPPNM were published in the Nuclear Law Bulletin: The International Regime on the Physical Protection of Nuclear Material and the Amendment to the Convention on the Physical Protection of Nuclear Material.

Convention on the Physical Protection of Nuclear Material and nuclear facilities, and evolutions of ideas and practices in nuclear security promoted by the development of the IAEA’s “Nuclear Security Series” publications; – to align and harmonize the regulations relative to nuclear security, particularly. The Convention on the Physical Protection of Nuclear Material provides for certain levels of physical protection during international transport of nuclear material. It also establishes a general framework for cooperation among states in the protection, recovery, and return of stolen nuclear material.
